Tova Noel was a correctional officer at the Metropolitan Correctional Center ("MCC") [1] [2] [3] [6]. On or about August 10, 2019, Noel and her colleague Michael Thomas failed to perform mandated counts of prisoners under their watch in the MCC's Special Housing Unit ("SHU") [1] [2] [3] [6]. Instead, they sat at their desk, browsed the internet, and moved around the common area of the SHU, and signed false certifications attesting to having conducted multiple counts of inmates [1] [2] [3] [6]. Noel and Thomas were the only correctional officers assigned to the SHU during that time period [4]. They were charged with falsifying records on August 9-10 at the Metropolitan Correctional Center [5]. The indictment against Noel and Thomas was filed on November 19, 2019 [4] [5] [6].
